DUNCAN, Robert Blackford (1920-2011)

DUNCAN, ROBERT BLACKFORD, a Representative from Oregon; born in Normal, McLean County, Ill., December 4, 1920; was raised in Bloomington, Ill., and attended public schools there; attended University of Alaska, College, Alaska, 1939-1940; B.A., Illinois Wesleyan University, Bloomington, Ill., 1942; took University of California correspondence courses in 1940; LL.B., University of Michigan Law School, Ann Arbor, Mich., 1948; United States Merchant Marine; United States Naval Air Force, 1942-1945; United States Naval Reserve; worked in the placer gold fields of Alaska, with a seed corn company in Illinois, and with a bank in Chicago; was admitted to the bar in October 1948; lawyer, private practice; nominated in 1954 as a write-in candidate for the Oregon state legislature, but declined for business reasons; elected to the Oregon state house of representatives,1956-1962; elected as a Democrat to the Eighty-eighth and to the Eighty-ninth Congresses (January 3, 1963-January 3, 1967); was not a candidate for reelection to the Ninetieth Congress in 1966; unsuccessful candidate for election to the United States Senate in 1968 and 1972; resumed the practice of law; elected as a Democrat to the Ninety-fourth, Ninety-fifth, and Ninety-sixth Congresses (January 3, 1975-January 3, 1981); unsuccessful candidate for renomination to the Ninety-seventh Congress in 1980; Northwest Power Planning Council, 1984-1988, and served as chairman in 1987; died on April 29, 2011.

The collection of Robert Blackford Duncan contains office and legislative files, correspondence, subject and research files, committee files, film and tape recordings, and campaign files, The initial donation of 1969 contains congressional files alphabetically arranged by title. Material includes legislative, committee, campaign, subject and research files, and correspondence. Also included here are film and tape recordings, and personal and office expense accounts. The 1980 addenda is comprised of material from Duncan's time serving as in the US House of Representatives from 1975 to 1981. Material is arranged in order of congressional session, and then each session's files are arranged alphabetically by title. Material includes legislative files, correspondence, bills, subject files and research material, and committee files, 1975-1980 The 1981 addenda contains Duncan's voting record of the 94-95th Congresses, foreign relations files, conservation notebook, four notebooks of voting records, copies of bills sponsored by Duncan, and appropriations material for transportation, forestry, energy and interior, 1975-1980. The 1984 addenda consists of subject files and correspondence about energy, health, Oregon power projects, and appropriations material for transportation, Oregon light rail, forestry, and interior, 1977-1980.
